Know before you schedule

Who starts the DOT SAP process?

For DOT-regulated employees:

Schedule after a verified DOT drug or alcohol program violation, such as a positive test, qualifying alcohol result, refusal to test, adulterated or substituted specimen, or another covered violation.

Purpose: Complete the federally regulated evaluation, recommendation and follow-up process required before return-to-duty testing eligibility.

For employers and DERs:

Use a qualified SAP when an employee must complete the return-to-duty process. The SAP provides required reports directly to the DER and documents compliance determinations.

Purpose: Support a compliant, documented process while the employer retains responsibility for employment and testing decisions.

A structured process from initial evaluation to retest eligibility.

The SAP is a neutral public-safety professional, not an advocate for the employer or employee. Recommendations are based on clinical findings and federal requirements.

The SAP combines a clinical evaluation with DOT requirements to determine the appropriate education and/or treatment recommendation and, later, whether successful compliance has been demonstrated.

Reason for the DOT referral, relevant substance use history, prior care and current circumstances.

Clinical Needs

Current concerns, risk factors, stability and the appropriate level of education or treatment.

Compliance Evidence

Documentation and clinical interview findings reviewed during the follow-up evaluation.

Does the SAP return an employee to work?

No. The SAP determines whether the employee has demonstrated successful compliance and is eligible for return-to-duty testing. The employer makes the employment decision after all applicable requirements are met.

Are treatment costs included in the DOT bundle?

No. Education, treatment and drug or alcohol testing are provided independently and are not included in Finding Solace evaluation fees.

What happens after successful compliance?

The SAP sends required documentation directly to the DER. If the employer elects to proceed, the employee must complete the applicable return-to-duty test before resuming safety-sensitive duties. The employer makes the final employment decision.

Can evaluations be completed by telehealth?

Yes, when clinically appropriate and permitted by the applicable requirements. The client must be physically located in Louisiana during the appointment.
